I don't know for whom or for what he was waiting, or why he was dressed up, but he was a sight to behold as I cruised down Valencia Street Thursday afternoon.

Maybe he had a hot date. i knew guys in High School (in Montreal) that wore kilts to proms.
I hope my dates don't show up looking like that... then again, it entirely depends on who's picking me up! And if he was riding a bicycle or not... in the kilt!
